Duluth International Airport was first opened in 1929 as a small, municipal airport. It was originally known as the Duluth Municipal Airport and served mainly private and charter aircraft. In the 1940s, the airport was taken over by the U.S. Army Air Corps and used for military training and transport during World War II. In 1948, it was renamed Duluth International Airport to reflect its increasing importance in the local aviation industry. During this time, it saw a significant expansion of its facilities to accommodate larger commercial jets and airliners such as Trans-Canada Airlines (now Air Canada) which began offering regular service to Toronto in 1950. By 1955, it had become one of the busiest airports in Minnesota with more than 500 flights taken off or landed each day.

The popularity of Duluth International Airport continued to grow throughout the 1960s and 1970s as more airlines began offering flights from the airport including Northwest Airlines, United Airlines, Continental Airlines, Delta Airlines, American Airlines, Frontier Airlines and Allegiant Air. The airport also saw an increase in international travelers with direct flights from Europe beginning in 1984 with British Airways offering service to London Gatwick Airport. The 1980s also saw major renovations take place at Duluth International Airport including a new terminal building which opened in 1985 along with expanded runways for larger aircrafts and an increased number of gates for passengers boarding planes.
